Job Description Overview
The Director of Programs co-authors and delivers impactful programs to meet our vision of building Wholeness. Inside and Out. The Director of Programs is responsible for overseeing Inside Out Youth Services (IOYS) volunteer programs, community center programs, youth and family programs, education, communication, and advocacy programs. As a member of the executive team, the Director of Programs is a key role that builds impactful and sustainable programs through integrating cross departmental collaboration, grant management accountability, strategic planning and oversight, community partnerships, team management, and development of organizational culture and leadership. In addition to working alongside IOYS staff, this position proactively seeks opportunities to evaluate and respond to the programmatic interests LGBTQIA2+ youth and families express and the barriers they face as LGBTQIA2+ young people and/or those who support them.
The Director of Programs implements IOYS’s current strategic plans, ensures programmatic outcome success through tracking, evaluation, and reporting, builds community relationships and partnerships to bring resources to IOYS participants, and supervises the success of each department through direct work with program managers and directors.
The Director of Programs supports planning and coordination of special events, youth programs, and parent/chosen family support groups. Duties included herein are not meant to be exhaustive, but are rather representative of typical expectations, and the Director of Programs must be flexible to adjust to rapidly changing needs of youth and the agency.
Administrative Details
- Salary: $93,000 to $99,000 annually
- Reports to: CEO & Executive Director
- Employment Type: Full-Time Exempt
- Hours: Monday-Friday Flexible based on program needs (some weekends required)
- Supervises: Director of Communication and Advocacy, Volunteer Manager, Events Manger, and Program Manager

Program Management & Staff
- Responsible for developing, managing, and overseeing programmatic budgets in collaboration with department leads and Director of Finance and Operations
- Engage in Theory of Change practices in coaching, partnership approaches, and professional development for IOYS staff, volunteers, and young people that ensures continuous communication and sharing across the organization
- Align department programmatic goals and future programs with Inside Out’s Theory of Change, responsiveness to the needs of young people and their trusted adults, current funding, and staffing
- Seek out aligned community partners to support co-location of services at the community center, satellite locations, and event spaces
- Guide staff through trauma-based approaches and support implementation of coping strategies for secondary traumatic stress; support staff in integrating practices into programs across the agency
- Recruit, train, supervise, evaluate, and support the professional development of programmatic teams; proactively provide coaching and corrective action
- Oversee procedures on client information, mandatory reporting, and incident response
- Maintain contracts and partnerships for mental health clinicians, grant writers, and security; ensure timely communication of closures or programmatic changes to contracted partners, volunteers, and staff
- Ensure contracted programmatic resources and services follow contract guidelines; manage conflicts that arise with contractual expectations
- Instill accountability among team members by modeling effective performance standards; Conduct performance appraisals and develop goals and activities for individual and group staff development
- Establish and build unified support systems and resources responsive to the shifting needs of LGBTQIA2+ young people in Colorado Springs including, but not limited to accessing housing support, mental and sexual health resources, hotlines, and databases
- Build intentional and sustainable relationships with community partners that address current and future community needs; solicit input from stakeholders, and recommend relevant initiatives for development and implementation
- Promote IOYS through programming, outreach, and partnerships within the community, providing engaging opportunities for young adults, youth and families, and trusted adult allied community
- Continuously develop and maintain a list of resources with program staff to further resource connection and partnership for IOYS program participants
- Interface with other LGBTQIA2+ and allied agencies for technical assistance and collaboration aimed at building organizational capacity aligned with building access, equity, and power among LGBTQIA2+ young people
- Oversee timely reporting of programmatic outcomes through established tracking tools
Organizational Leadership
- Work collaboratively with the executive team to ensure mission focus and alignment
- Collaborate with executive team to support employee experience and connection through planning, team retreats, and team meetings
- Work across the organization to establish an annual calendar of events, services, and programs
- Develop, document, and implement operating procedures for programs staff, volunteers, events, and youth and family programs; communicate and ensure implementation of IOYS policies in partnership with the governance committee and update applicable Inside Out Youth Services policies
- Ensure program compliance with all laws, regulations, organizational policies, and funding guidelines
- Collaborate with the executive team to integrate inter-organizational programming, activities, and functions
- Occasionally represent IOYS on mission-related committees, regional meetings, workshops, and conferences that raise the profile of the organization
- Serve as the central staff facilitator for IOYS board strategic planning and program committees; work with volunteer manager to recruit committee members; align committee goals with programmatic goals and strategies, proactively communicate strengths and challenges
- Support organizational-wide initiatives in collaboration with the executive team
Grant Management & Administration
- Oversee all current and future grant programs, scopes of work, reporting, and contracts
- Maintain and build on the systems and processes for recording activities, including facilitating data collection and analysis, sharing of knowledge, and collecting narrative success stories that demonstrate progress toward strategic program goals
- Seek opportunities for and draft program-based grant proposals in coordination with the grant contractors, finance, development, and program staff
- Ensure oversight and management of scope of work for grant-funded programs, and adherence to performance and fiscal metrics
- Continuously evaluate the effectiveness of and engagement with youth programs and activities, establishing annual program outcomes with the Executive Director & CEO
Additional Duties and Responsibilities
- Maintain good working relationships with external vendors
- Participate in special projects as assigned
- Attend and co-facilitate regular department meetings and scheduled all-staff meetings
- Proactively seek and implement new ways to engage IOYS participants in the surrounding community
- Participate in quarterly in-person board meeting and present program outcomes to the board annually
- Occasionally field and refer crisis communications outside of program times
- Assist with community needs assessment to inform programming
- Serve as liaison for IOYS on local youth coalitions and with LGBTQIA2+ supportive agencies
- Comply with all mandatory reporter regulations and hold strict confidentiality according to IOYS policies and procedures

Qualifications
Required Education, Skills, and Experience
- 5-8 years of experience with grant administration, compliance, and reporting
- 5-8 years of executive team level experience managing and leading teams that include managing directors and managers
- 5-8 years of experience developing, implementing, reporting, and evaluating programs
- Master’s degree in social services, non-profit management, or related field (can be substituted for direct work experience)
- High level of emotional and situational intelligence and ability to lead and support staff during stressful times
- Ability to conspire and align teams to achieve programmatic goals
- Ability to analyze, intentionally develop, and communicate connection across departments and across all levels of an organization
- Demonstrated propensity for building sustaining relationships
- Commitment to social justice, racial equity, health equity and LGBTQIA2+ liberation
- Experience in implementing trauma-informed practices and supporting individuals and groups experiencing secondary traumatic stress
- Understanding of and experience with Positive Youth Development approaches and practices
- Ability to work as a member of a team, but also be a self-starter; able to work under pressure and complete multiple tasks simultaneously
- Excellent verbal and written communication skills
- Skilled at using application software including Microsoft Word, Excel, and Outlook, along with standard office equipment
- Must be able to pass a background check and possess and maintain a valid driver’s license/insurance
Required Knowledge, Skills, and Abilities
- Proficient knowledge of the Microsoft suite, as well as a capacity to quickly learn new software
- Ability to handle and maintain confidential data
- Excellent verbal and written communication skills, including strong organizational, detail, and interpersonal skills
- Exceptional at maintain detail and following routine filing practices
- Creative and adept at planning, prioritizing, organizing and following through; able to balance multiple competing priorities.
- Ability to work as a member of a team, but also be a self-starter; able to work under pressure and complete multiple tasks simultaneously.
- Demonstrates flexibility to actively support change in order to meet strategic goals and objectives
- High sense of responsibility and commitment to the mission and policies/procedures of IOYS
- Must possess and maintain a valid driver’s license with personal motor vehicle insurance.
Typical Work Environment
Office setting with occasional work outside the community center, both at external venues and outdoors with some work at a computer station and some work that requires movement around the community center. Position requires the ability to occasionally stand for extended periods of time. Position requires the ability to occasionally lift up to 30 pounds. Work environment involves everyday risks or discomforts that require normal safety precautions typical of such places as offices or meeting rooms, e.g. use of safe work place practices with office equipment, and/or avoidance of trips and falls and observance of safety.

Inside Out Youth Services (IOYS) is a 501(c)(3) nonprofit organization, established in 1990 to build access, equity, and power with LGBTQIA2+ youth of the Pikes Peak region. We are the primary LGBTQIA2+ nonprofit community serving LGBTQIA2+ youth (ages 13-24) in El Paso County. We provide a safe space for gender and sexuality diverse youth and young adults to grow their identities, learn leadership skills and develop the tools needed to both thrive personally and to act as agents of change in their communities. We also provide outreach education throughout the region to create a supportive climate for LGBTQIA2+ youth. IOYS accomplishes these goals through our weekly programming, targeted leadership development opportunities, community partnerships, and through educational outreach to local school systems, healthcare agencies, and other groups providing education and care to LGBTQIA2+ youth and young adults.
