Job Description

Primary Function of Organizational Unit
Financial Reporting which is a part of the Comptroller’s Unit (CU) is an accounting organization that performs detailed analysis and compiles the financial statements for internal and external reporting purposes. Specifically, this department performs accounting functions and activities of the University in accordance with generally accepted accounting principles, specifically, Governmental Accounting Standards Board (GASB). Additionally, there is adherence to University policies and guidelines as well as sound business practices
Primary Purpose of Position
To evaluate, review, and compile accurate financial reporting at North Carolina Central University. Financial analysts will analyze and/or evaluate compliance with applicable state and federal statutes, sound regulatory practices and procedures, generally accepted accounting principles, and other such rules and regulations. Duties include preparing technical/financial reports, monitoring fiscal actions, conducting liability assessments, maintaining records, analyzing data, and/or assisting in preparing legal documents (as required). Additionally, financial analysts will interpret financial records and develop program procedures to maintain the integrity of the financial reports and business operations. Financial analysts are also required to develop and maintain effective working relationships with regulated industries, government officials, administrators, and civic leaders. The ability to communicate effectively is essential to financial analysts
Required Knowledge, Skills, and Abilities
Bachelor’s degree in accounting, banking, finance, business administration, economics, or related discipline; or equivalent combination of training
and experience. All degrees must be received from appropriately accredited institutions. Proficiency in MS Excel (pivot tables, vlookups, sumifs, etc)

Knowledge of generally accepted accounting principles as it relates to GASB; Strong analytical and communication skills; must be adept at working independently and within a group or team; ability to timely start, organize and complete financial and other projects
Minimum Education/Experience
Bachelor’s degree with 12 credit hours of accounting coursework; or Associate’s degree in Accounting; or Associate’s degree in Business or related discipline with 12 credit hours of accounting coursework; or equivalent combination of training and experience.

Primary Responsibilities and Duties

 

Function Knowledge - Professional
Describe the specific tasks and responsibilities related to the function.
Interpret, analyze and/or evaluate records, classify and summarize financial transactions and events in accordance with generally accepted accounting principles. Perform internal audits to ensure conformity with financial, operational and compliance goals of the organization. Analyze, forecast, and compile moderately complex data. Verify monthly summary of transactions to detect and correct errors before data is transmitted to the Office of State Controller (OSC). Prepare monthly reconciliations of general ledger accounts. Demonstrated ability to extract, research, investigate, analyze, reconcile, and evaluate data. Prepare supporting statements and schedules requested by OSC for inclusion in the Statewide Comprehensive Annual Financial Report (CAFR). Maintain fiscal transactions in Banner Finance System, the North Carolina Financial System (NCFS), and the Integrated Postsecondary Data System (IPEDS). Perform other duties as assigned
Function Communication - Verbal/Written
Describe the specific tasks and responsibilities related to the function.
Ability to communicate information to co-workers and management and outside agencies. Prepare written communications to the various departments to request data. Review and edits the work of others. Assist in preparation for the annual external audit. Delivers formal presentations during the accrual process (13th month). Document complex issues and effectively articulate written conclusions; Interacts with officials and executives. Perform other duties as assigned.
Function Information Analysis and Decision Making
Describe the specific tasks and responsibilities related to the function.
Determine what data and supporting documents are needed from various offices (Financial, Academic, Development, Legal, and Student Affairs). Ability to draw independent conclusions and recommendations regarding daily issues. Assist the Director of Financial Reporting with corrections and enhancements to the accounting system. Independent analyses of the Banner Finance in accordance with GASBFASBOSC and UNC System Office guidelines. Serves as a resource to others in resolving moderately complex problems; identifies substantive issues that are thoroughly and accurately researched and analyzed. Ability to conclude, investigate, examine, and prepare documents from errors on internal and external financial reports as needed. Review correction accounting entries for staff members and the ability to make recommendations for approval. Ability to gather, organize, summarize and analyze data within prescribed timeframes. Perform other duties as assigned.
Function Financial Monitoring & Analysis
Describe the specific tasks and responsibilities related to the function.
The ability to compile, monitor, examine, and audit moderately complex financial statement reports. Analyze annual and classify expenditures to comply with the guidelines issued by UNC System Office for IPED. Prepare IPED report for submission in October each year. Complete the online report in February for submission to the US Dept. of Education. Prepare journal entries to record the beginning balance restatements and audit. Demonstrate the ability to extract, research, investigate, analyze, reconcile, and evaluate data. Process month-end transfers for Student Accounting. To evaluate, review and compile accurate endowment fund transactions and financial reporting at North Carolina Central University. Perform other duties as assigned.
