The Bloomberg Center for Government Excellence at Johns Hopkins University (GovEx or the Center) seeks to hire a mixed-methods Researcher to join our team of government, data, and performance practice experts to support senior government leaders across the United States, Canada, and Latin America to use data to get better results for residents.
The Researcher plays a critical role in our organization in discovering, exploring, producing, and validating data to power visualizations and answer policy-related questions, particularly those which are crucially needed by local governments. Our selected candidate will work within the Research and Analytics team to support the creation of quantitative and qualitative analyses, comprehensible data visualizations, key findings, and insights for the public sector.
Since 2015, GovEx has supported over 10,000 public sector leaders in 37 countries, and over 568 cities, counties, and states by providing coaching and technical assistance; research and analytics; training and capacity building; and human resource support. GovEx is a recognized leader in the provision of public sector training to upskill employees and improve data practices through self-guided courses and instructor-facilitated learning.

Specific Duties & Responsibilities
Research (95%)
- Prepare research plans and designs, including methodologies for quantitative and qualitative research.
- Conduct analysis for research projects using the appropriate methodology.
- Collect, clean, and analyze data from governments, national surveys, longitudinal studies, etc.
- Research and explore new sources of data, and audit and evaluate the data quality, completeness, and suitability for use on our projects.
- Prepare, disseminate, analyze qualitative data collection instruments, including interview and focus group designs.
- Conduct literature reviews from appropriate sources.
- Summarize project results and insights.
- Present findings to teams from across Johns Hopkins University, as well as external partners.
- Collaborate with developers, data scientists, researchers, policy experts, and other technical and non-technical stakeholders.
- Maintain clear lines of communication with the GovEx Director of Research and Analytics, the Research and Analytics team, and others cross-divisionally and university-wide.
Other Duties as assigned (5%)
- Routine administrative functions as needed.
- Scheduling and document management.
- Participate in working groups to improve processes and practices within the Office of the Associate Vice President for Public Sector Innovation and Data.
Special Knowledge, Skills, & Abilities
- High proficiency in Microsoft Word, Excel, PowerPoint, as well as Google Suite application.
- Excellent research and analytical skills.
- Knowledge of statistics, experimental design, and hypothesis testing.
- Experience translating research results into understandable and useful information for policy makers and public sector practitioners, as well as the public.
- Experience applying survey methodology and/or qualitative data collection methodology (e.g. interviews, focus groups, etc.) for policy research or evaluation.
- Fluency in quantitative analytical methods, and experience analyzing complex datasets and extracting insights. Ability to identify compromised data and evaluate data quality, and clean it as required.
- Familiarity with public sector data, policies, and stakeholders.
- Familiarity with qualitative analysis software's (e.g. NVivo, MaxQDA, Dedoose, Atlas.ti, etc.)
- Familiarity with statistical software packages (e.g., R, SPSS, SAS or Stata)
- Familiarity with programming languages for data manipulation (e.g., Python, SQL) and analytical software packages (e.g., R, or Stata)
Minimum Qualifications
- Bachelor's Degree in related discipline.
- Three years related experience.
- Additional education may substitute for required experience to the extent permitted by the JHU equivalency formula.
Preferred Qualifications
- A Bachelor’s Degree in mathematics, statistics, policy, social science, or a related field.

Starting Salary Range: $47,500 - $83,300 Annually ($80,000 targeted; Commensurate with experience)
