Shippensburg University is currently searching for a Director of Human Resources.
The Director provides strategic, proactive, and innovative leadership and oversight to the University-wide human resource functionality as well as provides leadership for the development, administration and implementation of a comprehensive human resource program, including labor and employee relations, classification, transaction, staff development, recruitment and selection, employee benefits, compensation, Title IX, EEO and complement control. The Director will provide strategic advice and confidential counsel to senior leadership and other managers and supervisors in areas within the scope of this description. Expectations for the completion of assigned projects range from a variety of routine issues to confidential investigations pertaining to delicate and complex issues.

Supervisory responsibility:
The Director provides strategic, proactive, and innovative leadership and oversight to the University-wide human resource functionality as well as provides leadership for the development, administration and implementation of a comprehensive human resource program, including labor and employee relations, classification, transaction, staff development, recruitment and selection, employee benefits, compensation, Title IX, EEO and complement control. The Director will provide strategic advice and confidential counsel to senior leadership and other managers and supervisors in areas within the scope of this description. Expectations for the completion of assigned projects range from a variety of routine issues to confidential investigations pertaining to delicate and complex issues.
Department management responsibilities include:
- Developing, initiating, and managing strategic planning initiatives for the department.
- Preparing draft policies in conjunction with affected constituents and guiding the policy through the shared governance process ensuring the integrity of the policy remains intact.
- Developing, implementing, and maintaining HR policies, management directives, official personnel files, grievance files, investigation files and other files/documents in accordance with PASSHE and university policies and CBA terms.
- Interpreting and ensuring compliance with state and federal statutes, Commonwealth, State System of Higher Education, and university policies relating to human resource and labor relations matters.
- Works within SAP to complete organization management updates and changes related to hires, reassignments, new positions, etc.
Responsibilities related to employee and labor relations include:
- Develop, monitor, and implement University policies, procedures, and programs with respect to all collective bargaining agreements.
- Serving as primary management contact for bargaining unity representative and responsible for conducting Meet and Discuss with all units, except ASPCUF. Serving on the management Meet and Discuss team with APSCUF.
- Serves as a problem-solving agent and utilizes resources such as SEAP.
- Ensures legal compliance in recruitment selection, benefits, payroll, and other related areas; with the Executive Director of Social Equity may interface with government agencies including PHRC, EEOC, DOLI and others.
- Conducting independent investigations of grievances with all represented units. Developing university strategy and message in response to, and/or resolution of grievances with all represented units.
- Investigating or assisting with the investigation of, complaints from or regarding university employees.
- Investigating and developing strategies and responses to EEOC and PHRC complaints and concerns.
- Providing exit interviews and providing periodic summaries of comments and trends to senior leadership.
Responsibilities related to personnel administration include:
- Supervise the recruitment, selection, and employment process for all employees. Responsible for understanding and advising on established employment practices, policies, and procedures, including affirmative action considerations in a complex system of federal and state regulations, System and University policies, and collective bargaining agreements, in order to assure compliance by the University.
- Provide comprehensive onboarding process for new hires.
- Coordinate professional development initiatives for staff, management and administrative employees.
- Administer the performance evaluation programs for management level-220 and below and all non-instructional employees.
- Communicate with the Pennsylvania State System of Higher Education (PASSHE) and University employees regarding all relevant personnel issues and implement personnel programs and directives as required.
Responsibilities related to position classification include:
- Interacting with supervisors, managers, and executive staff to ensure accurate position classification and equitable treatment of all classified staff, professionals, and non-represented groups.
- Ensuring the employee classification, evaluation and compensation program is managed equitably and according to Commonwealth, State System and university policies and standards.
- Performs some position audits and recommends actions to the VP for Administration & Finance. Responsible for maintenance of current job description files for non-instructional positions.
Supervisory responsibility:
- Provide oversight of the administration of all payroll services for students, faculty, and staff.
- Supervise the administration of employee benefits plans and services.
- Supervise, support and assist in training activities of staff, management and administrative employees.
Minimum Qualifications
Qualified candidates will have a Bachelor’s Degree and a minimum of eight years of experience in a role with progressive responsibility as a Human Resources Manager, Assistant Director, Manager of Human Resources etc. with functional areas that included employment, compensation, benefits, training etc. Successful performance in an on-campus interview is required.
Preferred Qualifications
A Master’s Degree in Business, Human Resources, Labor Relations, or a related field is preferred. The SPHR or SHRM-SCP certification is also preferred.
