The Toledo Police Department is accepting applications for the position of Police Chief

Essential Duties and Responsibilities:
The Chief of Police is required to be a working police chief, to work as an active officer on duty including observation of the activities of the city throughout various times of the day to assess law enforcement needs and is responsible for the overall preservation of the public peace, prevention of, and investigation of crimes and enforcement of all applicable laws. The Chief of Police is required to plan, direct and review the activities and operations of the Toledo Police Department. Evaluate methods, policies and procedures; recommends changes for department improvement and efficient operations.
Responsible the preparation of the annual department operating budget, all departmental grants, capital funds and any related departmental projects. The Chief of Police shall function with a high degree of independence. He/she shall utilize sound professional judgment, demonstrate planning and organizational skills to establish and manage priorities, programs and staff. The Chief of Police shall demonstrate ethical conduct, community stewardship, individual initiative and responsive service.
Establishes and maintains effective working relationships with staff, other agencies, news media, elected officials, administrators and the general public; represents the organization at a variety of meetings, public events, on committees, and/or other related events regarding services, programs, projects and facilities. Attends meetings with city officials; maintain regular communication with the city council regarding administrative issues and program activities and operations; attends council meetings to ensure directives from the council has been performed. Chief of Police shall demonstrate effective performance through clear, concise communication; collaboration; proper allocation and utilization of resources; sound decision-making; personal accountability and responsibility.
Benefits: Salary - $75,000; 50hr week. The City of Toledo provides medical, dental and vision coverage; retirement and sick leave. No over-time pay or comp time included.
Qualifications:
All applicants applying for this position must possess the following:
1. a certification from an accredited law enforcement training facility (i.e., Washington CJTC or other state equivalent). Out of state applications who are accepted and hired will be required to perform and pass an equivalency program through Washington State CJTC within 6 months of hire.
2. Must be a citizen of the United States of America.
3. Must be at least 21 years of age.
4. Must have graduated high school or possess certificate of equivalency
5. Preferred Minimum of 10 years as a sworn law enforcement officer.
6. Preferred have a minimum of 5 years supervisory experience in law enforcement.
7. Must possess a basic, middle management and executive leadership certification accepted by the State of Washington and maintain any training and credential requirements as required by the State of Washington
8. Maintain the physical, mental, and emotional conditions required by Washington State statues,
CJTC, codes, rules and regulations
9. Must pass a background investigation
10. Must pass psychological examination
11. Must pass a polygraph examination
Skills and Knowledge:
City ordinances and applicable state and federal laws and WAC rules. Department policy and procedure.
Geography and street locations. Laws of arrest, search and seizure legal ramifications of action taken.
Principles of crime and accident investigation. Basic techniques of crime prevention and criminal investigation. Identification and preservation of evidence. First aid principles and application. Use and care of firearms. Operation of police vehicle and other police equipment. Dealing with the public courteously, firmly and effectively. Analyzing dangerous situations rapidly and accurately. Maintaining control in stressful, hostile and hazardous conditions.
