As part of the Western Dakota Technical College (WDTC) and with oversite and assistance from the Vice President, the Senior Human Resources Generalist is responsible for performing Human Resources related duties on a professional level by supporting the organization in benefits administration, talent acquisition, employee relations, performance management, onboarding, policy development and implementation, workers’ compensation, leaves of absence including Family Medical Leave, all areas of compliance including affirmative action, and equal opportunity. The Senior HR Generalist assists the Vice President in guiding leadership in developing and executing human resources strategy in support of the overall goals of the organization. The Senior Human Resources Generalist must actively demonstrate the culture and values of Western Dakota Technical College and be an example to those we serve.
Position Essential Duties
- With oversight and assistance from the Vice President, coordinate and oversee all human resources activities of the organization to maximize the strategic use of human resources and maintain functions including but not limited to talent acquisition, talent/performance management, personnel policies, employee relations, and regulatory compliance
- Manage workers’ compensation claims and leaves of absence, return to work, transitional duty programs, and requests for accommodations under ADA, keeping senior leadership updated on activities and action needed
- Develop, prepare and analyze on-going reports pertaining to employee personnel data, benefit costs, staffing levels, turnover, absenteeism, recruitment, applicant tracking, Affirmative Action/EEO, compensation, promotions, transfer, demotions and terminations for review with senior leadership
- Maintain an Affirmative Action Program and serve as EEO compliance specialist with review and approval of senior leadership
- Chair the Employee Recognition Committee and co-chairs the Benefits and compensation Committee with the Vice President of Finance and Operations. Participate in other employee and student related committees such as the AOD and Wellness Committees.
- Administer a comprehensive benefits program ensuring compliance with legal requirements and alerting senior leadership of any required changes
- Ensure Health Care Reform ACA compliance including reporting requirements, Form 1095c, hour tracking, and part-time benefit offers
- Act as liaison with managers to resolve employee relations issues, including conducting investigations and disciplinary meetings, performance improvement plans, terminations and/or making appropriate recommendations for next steps. Keep senior leadership informed of employee relations matters and seek guidance on next steps when necessary.
- Interpret, explain, and present human resources issues, policies and procedures to employees and managers
- Train and support supervisors in employee performance matters, performance reviews/evaluations and effective performance improvement plans. Ensure the performance review/evaluation processes, including all necessary tools, are effective and regularly updated.
- Work with senior leadership to develop, recommend, and implement personnel policies and procedures ensuring compliance with local, state, and federal regulations
- Oversee maintain the organization’s employee handbook and ensure timely updates, with final review by senior leadership, employment law attorneys, and/or HR Consultants
- Work with hiring managers to develop and maintain job descriptions in compliance with FLSA requirements
- Conduct wage and salary surveys and provide feedback to senior leadership on evaluation, classification and rating of positions
- Ensure maintenance and security of all personnel records in accordance with applicable regulations including DOL, EEO, FMLA, and HIPAA. Serve as Privacy Officer for the organization in compliance with HIPAA regulations
- Oversee representation of the organization in personnel-related hearings and investigations with input from and review by senior leadership
- Oversee new employee orientation and onboarding to foster positive attitudes toward the organization’s core beliefs and operating priorities
- Ensure required reporting of all state and federal employment data with review by senior leadership
- With assistance from the Vice President, ensure organization compliance with local, state, and federal laws and regulations by studying existing and new legislation, anticipating legislation, enforcing adherence to requirements, and advising leadership on needed actions
- Update job knowledge by participating in conferences and education opportunities, reading professional publications, developing professional networks, maintaining professional certification(s), and participating in professional organizations
- Develop, train, and implement and employee Ombuds program in an effort to maintain a positive, problem-solving approach and a positive campus climate
- Ensure the highest level of confidentiality in all human resources and organization information within the Human Resources Department
- Maintain updated process information for all functional areas of responsibility within the department
Qualifications
- Bachelor’s degree in Human Resources Management preferred
- Minimum of 4-6 years’ experience in a progressively responsible Human Resources position
- SHRM-CP or SHRM-SCP preferred
- Knowledge of employment laws and other government compliance regulations
- Knowledge of OSHA and Workers’ Compensation regulations and applications
- Experience with HRMS/HRIS systems
- Microsoft Office proficiency including Microsoft Word, Excel, Outlook, and PowerPoint
Knowledge, Skills and Abilities
- Strong interpersonal and verbal and written communication skills, including conflict resolution
- Ability to research and analyze various types of data, especially compliance and regulatory standards
- Detail oriented with ability to plan and carry out job tasks independently
- Ability to set priorities, manage multiple tasks simultaneously and adapt efficiently to change
- Ability to bring energy to the day-to-day as well as long-term tasks and plans
- Effectively interface with all levels of employees and management, always maintaining professionalism and a positive approach
- Demonstrate regular attendance and availability to staff and management
- Demonstrate commitment to improve and promote quality in all operating areas
- Excellent time management skills with a proven ability to meet deadlines
- Strong analytical and problem-solving skills.
- Knowledge of OSHA and Workers’ compensation regulations and applications
- Ability to maintain objectivity and act with integrity, professionalism, and confidentiality
- Knowledge of all employment-related laws and regulations
- Proficiency with Microsoft Office Suite or other related software, and ability to quickly learn and work in various databases utilized by the organization
- Proficiency with or the ability to quickly learn the organization’s HRIS and talent management systems
- Promote and personally observe safety and security procedures and uses equipment and materials properly
- Ability to recognize when required processes or actions are outside the scope of current knowledge and experience and immediately reach out for direction
