Project Manager

Job Description

We are currently seeking a Project Manager for a mobile harm reduction intervention (‘Check It’) as part of a large research study. Check It is an innovative, low-barrier mobile overdose- and HIV-prevention intervention that provides mobile point-of-care drug checking, HIV pre-exposure prophylaxis (PrEP), wound care, and other harm reduction services to people who use drugs in Baltimore and neighboring counties. Check It staff must operate within the principles of harm reduction.


The Project Manager will interact with all members of the Check It team (e.g., drug checking technicians, nurses, physicians, peer navigators, students, JHU faculty), as well as clients, including people experiencing homelessness and people who use drugs. The incumbent will coordinate services and partnerships and will supervise several staff and will be expected to take independent initiative to complete management tasks. This role will require community-based work at least 75% of the time. This position reports to the Program Director, who is faculty in the Department of Health, Behavior and Society (HBS).


Specific Duties & Responsibilities

  • Formally supervise at least 4 full-time staff, including Drug Checking Technicians and Peer Navigators, and informally supervise Nurses who are on Check It staff.
  • Assist in identifying funding opportunities for Check It and writing/submitting grant proposals.
  • Assist with compiling and submitting grant reports, and work with Program Director to manage spending.
  • Develop and update standard operating procedures for all program activities.
  • Establish and maintain community relationships.
  • Supervise casual outreach staff.
  • Manage staff recruitment and hiring. mentor, support, and coach direct reports.
  • Develop and implement Check It communications and educational materials to promote programs, clinics, events, and services for distribution.
  • Develop, coordinate, and implement training programs and workshops for new and existing Check It staff.
  • Work with HBS administration to hire contractors, manage payment to vendors, and order supplies and equipment.
  • Plan and coordinate special events and programs.
  • Communicate regularly with faculty and senior staff to provide updates and feedback.


Secondary Duties & Responsibilities

  • Engage in outreach activities.
  • Fill in for outreach/service delivery staff, as needed, including drug checking.
  • General clerical duties.
  • Additional responsibilities at the discretion of the Program Director.


Special Knowledge, Skills, & abilities

  • Valid driver’s license and ability to drive large vehicles.
  • Ability to lift and carry up to 45 lbs.
  • Experience in working in diverse environments; familiarity with harm reduction and service provision.
  • Supervisory experience.
  • Management experience.
  • Outreach work experience.


Minimum Qualifications
  • Bachelor's Degree in related discipline.
  • Three years related experience, with some supervisory experience strongly preferred.
  • Additional education may substitute for required experience, to the extent permitted by the JHU equivalency formula.
