Position Summary/Purpose of Position:

Under the direction of the Assistant Director of Proposal Management and in collaboration with the technical Principal Investigators, the Proposal Development Manager II is responsible for providing management support in the development of research project proposals at the Applied Research Laboratory for Intelligence & Security (ARLIS), a Department of Defense (DoD) University-Affiliated Research Center Laboratories (UARC).

The Proposal Development Manager II provides management support to ARLIS Principal Investigators (PIs) to develop sponsored research proposals. As a Proposal Development Manager II, you will support PIs in the development of budgets, deliverables, and timelines for research projects that are critical to national security. Your goal is to support the development of proposals that clearly show the DoD how ARLIS can address pressing needs and how much that work will cost. This requires helping researchers price new requests including ROMs and RFIs, plan needed resources, establish quality requirements, track the proposal development process, understand and follow university and federal rules and regulations, and reduce administrative burdens.

Minimum Qualifications:

Education:
  • Bachelor’s Degree.

Experience:
  • 5+ years of experience in budget development for research proposals over $2 million, managing research proposal development, and working in a federal and/or university contracting environment with limited supervision.
  • Demonstrated experience monitoring quality in the proposal development process.
  • Experience reviewing, auditing, and preparing proposal documentation, narrative justifications and associated required documents.

Knowledge, Skills, and Abilities:
  • Demonstrated ability to communicate federal government solicitation requirements for proposal development.
  • Demonstrated ability to submit high quality proposals through consensus building, conflict resolution, and problem solving.
  • Demonstrated experience navigating financial systems and analyzing data sets in MS Excel.
  • History delivering high quality customer service to diverse stakeholders.
  • Familiarity with CFR, FAR, and DFAR to inform the development of proposals.
  • General knowledge of OMB Uniform Guidance.
  • Working knowledge of project management best practices.
  • High level of attention to detail and commitment to delivering high-quality work.
  • Ability to support a fast-paced, and deadline driven research environment.
  • Ability to work with ambiguity.
  • Proven ability to apply critical thinking skills to solving problems.

Must be able to obtain a U.S. security clearance. If selected, you must meet the requirements for access to classified information and will be subject to a government security clearance investigation that includes criminal and credit history checks, as well as verification of U.S. citizenship, birth, education, employment, and military history

Preferences:

Preferences:
  • Project Management Professional (PMP) Certification.
  • Experience training leadership and other stakeholders on proposal development processes.
  • Experience working in a federal contracting environment.
  • Experience with project management scheduling software.
  • Experience working in research administration for an institute of higher learning.
  • Active TS/SCI Clearance.
  • Knowledge of other Microsoft Office tools.
  • Active Security Clearance.
