Position Overview

Riverside Research is seeking to add a warfighting weapons and tactics experience, tech-savvy leader to our team of subject matter experts and warfighting domain portfolio and program managers supporting DIU's Maritime Portfolio. This role will provide mission integration, technical, and programmatic support to new and ongoing projects that support priority lines of effort related to adoption and scale of trusted commercial maritime solutions and enhanced capabilities. This position will also support the full DIU CSO lifecycle and enhance collaboration and support to the venture/commercial, defense, academic and other industry ecosystems, as well as to USG, allied partnerships, and missions. The Maritime Information Warfare Project Officer role requires a blend of tactial warfighting expertise, strategic design thinking; programmatic experience and product management proficiency; strong communication skills; and leadership experience with tactical warfighting, Navy integrated combat systems and C4I systems. The position will collaborate with teams of commercial and military users, scientists, engineers, and other stakeholders to run design workshops and capture mission needs and requirements to inform future CSOs and innovation advancements. The ideal candidate will be based in San Diego, CA with alternate preferred locations in the D.C. metro area; Norfolk, VA; and Mountain View, CA.

Responsibilities
    Provide expertise in maritime combat systems, tactical operations, naval warfighting, and C4I systems to inform defense innovation projects and priorities, prototype development, and technology transition
  • Assist in the evaluation of the tactical relevance and mission utility of various R&D efforts and provide independent design and feedback on various R&D tools or solutions being developed to aid in system performance, exploitation opportunities, and analytic processes
  • Provide tactical systems design and program management oversight for ongoing and new maritime projects including analysis and special studies; defining and documenting architecture and system-level requirements; infrastructure, manning, IT requirements; software/hardware; communications; integration; and performance metrics and policy requirements
  • Support outreach and coordination activities with other Government agencies, senior leadership, national policy makers, and services by providing reach-back and on-site support, as needed, for current and future operations
  • Support maritime portfolio programs at technical meetings, conferences, and prototype training events, with a demonstrated ability to produce presentations and brief on the technical and mission application aspects of maritime portfolio efforts
  • Manage accurate record-keeping and organize meetings with stakeholders, vendors, and partners to ensure effective communication and project alignment
  • Collaborate with DoD entities, customers, and program offices to establish program goals, set milestones, and develop detailed implementation plans to ensure project success
  • Build relationships with critical segments of commercial and non-traditional vendors, to include tech entrepreneurs, startups, venture capitalists, and academics
  • Prepare white papers, technical papers, and briefing and meeting materials
  • Respond to official requests for information and other tasks from government partners and stakeholders
  • Other duties as assigned
Qualifications

Required:

  • Bachelor's degree in a technical (e.g., science, math, or engineering field); business (e.g., business administration, business management, law); or public policy discipline relevant to the field of national security with a minimum of 10 years' experience
  • Minimum 6 years of relevant experience in the operation or development of combat systems or C4I systems for maritime-related national security missions
  • Technically adept - with excellent leadership, communication, organization, and client-handling skills - and able to translate complex technical issues into operationally relevant information for Naval and Joint Commanders
  • Ability to deliver multi-discipline, multi-stakeholder projects that demonstrably improve operational capabilities (measured by increase in accuracy, decrease in cost, decrease in time) and enhance scientific collaboration, knowledge sharing, and research for the relevant community
  • Ability to communicate to a broad range of audiences (e.g., CEOs, investors, commercial vendors, media, government/military officials, etc) to gain acceptance of vision, guidance, and policy
  • Ability to work independently and communicate effectively with senior-level government and commercial industry representatives
  • Ability to work collaboratively within a cross-functional team under tight deadlines and high-pressure environments
  • Impeccable character
  • TS clearance and ability to obtain and maintain TS/SCI

Desired:

  • Master's degree in information systems, electrical or computer engineering, cybersecurity, computer science, systems engineering, or other STEM technical fields
  • Professional certifications such as Certified Information Systems Security Professional (CISSP), Global Security Leadership Certification (GSLC), Security+, etc...
  • Prior military and surface warfare experience that allows the candidate to curate problems and define requirements with military end users
  • Prior experience supporting and leading government and commercial vendor collaboration teams to rapidly iterate and deliver project tasks and milestones
Global Comp
$160,000 - $220,000 This represents the typical compensation range for this position based on experience, location and other factors.
