Director II, Small Business Development Center (SBDC)

Job Description

Position Summary

Located 45 minutes from the Nation’s Capital, nestled in a history-rich community of southern Maryland, The College of Southern Maryland (CSM) has been twice named in the top 150 community colleges by the Aspen Institute with academic programs in over 100 disciplines. The hiring salary for this position will be from the min to mid-point of the salary range.

The individual in this position is responsible for the overall management of the Southern Maryland SBDC, serving the three counties of Charles, Calvert and St. Mary’s.  The Director serves as lead administrator and as cost center manager responsible for administering the annual operating budget(s), monitoring revenues and expenditures, and federal grants management and reporting.  The director is responsible for diversifying and securing funding resources, building collaborative partnerships and providing management and supervision for a decentralized staffing team.  

Reports to: Vice President, Continuing Education, Workforce Development ((CWD)

Specific Duties and Responsibilities

  • Responsible for oversight, performance and compliance of the SMSBDC with the College of Southern Maryland’s policies, procedures and strategic plan.
  • Ensure that the SBDC’s programs and financial affairs are in compliance with Maryland SBDC policies, procedures and strategic plan, and federal and state regulations.
  • Direct and supervise the daily operations of the SMSBDC, including financial and programmatic decisions.
  • Secure Cash Match and In-Kind funding in the required amount as stated in the sub-contract between CSM and the University of Maryland College Park.
  • Secure a minimum of $40,000 annually in program income, grants, or other resources to support the sustainability of program operations.  
  • Prepare required budgets and performance reports including:
    1. All required state reports
    2. The annual SBDC budget
    3. Semi-annual and annual performance reports
    4. Required financial documents
  • Preparation of the SF-424: Application for Federal Assistance and grant submission package within the timelines provided by the State SBDC Lead Center and within the framework of CSM.
  • Preparation, submission and review of client services activities and files including monthly and semi-annual SBDC reporting, client files, surveys and training files.
  • Monthly submission of Financial Expenditure Reports and Cash Match/In-Kind and Program Income Reports.
  • Direct market research to assess regional small business needs and changing trends.
  • Develop programs that are commensurate with the market demand of small business clientele, the network’s strategic plan and funding capacity.
  • Facilitate SBDC seminars and provide client counseling services, as needed.
  • Schedule all SBDC courses, seminars and events and evaluate feedback/impact.
  • Obtain resource partners to contribute to the support and financial stability of center operations.
  • Ensure that personnel receive appropriate professional development training.
  • Negotiate and monitor contracts and memoranda of understanding with small business consultants who deliver services to small business clients.
  • Interface with CSM and, in particular, CWD and WorkForce Center programs and activities.  Collaborate with CWD administrators and staff to offer a wide variety of continuing education courses and related support services for local businesses.
  • Interface with the Maryland SBDC Network to ensure statewide coordination of programs and grants.
  • Coordinate communication and service delivery among small business clients, the Lead Center, the University of Maryland, the U.S. Small Business Administration, and the business community.
  • Pursue relationships within the region and utilize marketing strategies to promote SBDC programs, services, and training events in the business community.

Additional Duties:
  • Performs other related duties as assigned.

Minimum Education and Training

  • Master's degree in business, business administration and/or a Bachelor’s degree with equivalent business experience
  • Five years of demonstrated experience providing technical assistance to small businesses.
  • Three years of demonstrated supervisory experience.
  • Working knowledge of and familiarity with SBDC programs.
  • Evidence of successful leadership in business development programs.
  • Excellent written and verbal communication skills.
  • Maintenance of insurability under the College's vehicle liability insurance plan.

Minimum Qualifications and Standards Required

Licenses, Certifications, or Additional Requirements:

  • Financial Disclosure is required for this position. 

Knowledge, Skills, and Abilities:
  •  Working knowledge of and familiarity with SBDC programs
  •  Evidence of successful leadership in business development programs
  • Able to provide financial advice and assist clients in obtaining financing.
  • Knowledge of public and private loan programs.
  • Ability to analyze sensitive and comprehensive financial statements.
  • Excellent written and oral skills.
  • Maintenance of insurability under the college's vehicle liability insurance plan.
