We are excited to open recruitment for a Community Relations Manager! The ideal candidate will be politically astute, have a passion for community engagement, and understand the importance of building effective internal and external partnerships to promote a positive image of 3CE.

About the Position:
Under the direction of the Director of Communications and Outreach or its designee, the Community Relations Manager is responsible for assisting in developing strategic community engagement initiatives to foster positive relationships between 3CE and its stakeholders. This role involves assisting with community outreach programs, coordinating with local organizations, and representing the organization in various community forums.
This is the first level in the Community Relations Manager series. The Community Relations Manager level is dependent on the scope and complexity of the assignment. Positions assigned to Community Relations Manager are performing duties of moderate scope and complexity. This level may also be used as an entry class for a position that is designated as a Senior Community Relations Manager in which case an incumbent may be promoted to that level once the experience and qualifications are met. The Community Relations Manager is distinguished from Senior Community Relations Manager in that the latter performs a moderate to highly complex set of duties with a broader scope of responsibility and may fully supervise support and technical staff and serve as lead to Community Relations Manager.

 

Example of Duties

Essential Duties (including but not limited to)


  • Develop positive relationships with elected officials, governmental agencies, and key stakeholders to advocate for 3CE’s interests and objectives.
  • Assist in community outreach efforts and deliverables of the agency’s initiatives with clarity and understanding by the community and stakeholders.
  • Build and maintain relationships with neighborhood and community organizations as well as key stakeholders including committees.
  • Represent 3CE at various public events and articulate 3CE’s vision for clean power at competitive rates, local control, and customer programs as assigned.
  • Conduct research to identify organizations and events throughout member agency Counties and engage stakeholders targeting influential groups and community leaders to build support and provide concepts for 3CE’s strategies, programs, and projects.
  • Assess and maintain data on the effectiveness of outreach efforts.
  • Other duties as assigned.

 

Typical Qualifications

Minimum Qualifications

Knowledge of:


  • Knowledge of principles of public relations and communications.
  • Knowledge of Local, State, and Federal legislative processes
  • Knowledge of methodology and techniques for basic research, surveys, analysis, and evaluation.
  • Knowledge of effective public engagement facilitation.
  • Knowledge of relevant laws, regulations, and compliance requirements affecting the public sector.
  • Knowledge of public relations strategies and techniques to effectively manage the organization's image and handle crises.
  • Knowledge of ethical practices and maintaining transparency and accountability in all dealings.
  • Proficiency with Microsoft Office Suite, Word, Excel and PowerPoint, SharePoint

Ability to:
  • Ability to communicate and collaborate effectively with a variety of individuals representing diverse cultures, backgrounds, and languages
  • Ability to understand the cultural, social, and economic factors that influence public opinion and policy.
  • Ability to manage projects related to external affairs and stakeholder engagement.
  • Ability to display proficiency in both verbal and written communication, including public speaking, media relations, and crafting clear, persuasive messaging.
  • Ability to use virtual meeting applications.

Education: Associate’s degree or higher from an accredited college or university is required. A bachelor’s degree may be substituted for one year of experience.
AND
Experience: Two (2) years of increasing professional paid work experience in a nonprofit, business, or public sector agency.

Highly Desirable: Written and verbal second language proficiency in one or more of the following languages is highly valuable: Spanish, Tagalog, Chinese.

Licenses, Certificates, and Special Requirements:
License: Possession of a valid California Class “C” driver’s license.

Additional Requirements: This position may involve working nights, weekends, and holidays as needed. Additionally, occasional overnight travel may be required. Use of own personal vehicle will be required; applicable mileage reimbursement will be applied.

HYBRYID WORK AND 9/80 SCHEDULE AS DESIGNATED BY CEO:
Current remote workdays are scheduled on Monday's and Thursday's OR Employee may elect to work a 9/80 work schedule with alternating Friday'or Monday's off.

BENEFITS: 3CE offers a competitive benefits structure to its full-time employees.
RETIREMENTEmployees contribute 10% of their salary on a pre-tax basis towards the PARS retirement system. Employer contributes 10% towards PARS.
HEALTH INSURANCE3CE pays $1600.00 towards employee and family medical, dental and vision. 3CE contributes up to $2400 annually towards flexible spending benefit and $3600.00 towards HRA.
HEALTH & WELLNESS3CE contributes $1,000 per fiscal year for health, wellness and EV reimbursement.
DEFERRED COMPENSATION3CE offers 457 deferred compensations.
PTOAccrued in accordance with tenure. 160 hours cap.
CELL PHONE ALLOWANCEThis position is eligible for cell phone allowance of $50.00 monthly.
