Sigma Defense is seeking someone with extensive experience in Navy and/or Defense training operations, policy, doctrine, systems, and staff procedures to support Commander, U.S. Fleet Forces Command (USFFC) as a Senior Program Analyst in Norfolk, VA.

The ideal candidate is a team-oriented, customer-focused program analyst who has experience leading working groups and cross functional teams with at least 8 years of experience with managing large, complex projects dealing with Navy and/or Defense training operations and policy. Echelon III (or higher) staff experience is ideal. A candidate should have an understanding of Navy fleet training policy and programs. Knowledge of the Optimized Fleet Response Plan (OFRP) and Fleet Response Training Plan (FRTP) are highly desired for this opportunity.

This is a contingent position that is pending award of contract. This means that the position is subject to the successful awarding of a contract and will be confirmed once the contract is finalized. The candidate selected for this role will be offered the position on the condition that the contract is awarded to our organization.

Requirements

Minimum of 8 years in the following:

  • Subject matter expert for respective task requirements (e.g. Academics, Warfare Area(s), Program or Policy support).
  • Navy and/or Defense training operations, policy, doctrine, systems, and staff procedures.
  • Managing/ prioritizing large, complex projects involving numerous stakeholders.
  • Team and/or project leader.
  • Leading working groups and cross functional teams.
  • Leveraging best practices and handling multiple tasks and interruptions with minimal impact on productivity/deliverables.
  • Engaging Senior Staff at the Flag Officer/Director/Manager level.
  • Conducting fleet training analysis/assessment to identify gaps, training needs and solutions.

Education Requirements:

  • Bachelor's Degree from an accredited college or university in an unspecified field of study.
  • 10 years of experience is required if no degree is held.

Personnel Clearance Level:

  • Candidate must possess or have the ability to obtain an active, DoD issued Secret security clearance.
  • A clearance will be sponsored for the right candidate.

Essential Job Duties (not all-inclusive):

  • Support Tasks:
  • (a) Provide assistance and advice on incorporating continuous performance improvement methods and integrating best training and education business practices into Fleet training policy and management.
  • (b) Assist with the review of Fleet training policy; provide findings and advice to improve them; outline roles, responsibilities, charters and develop templates to improve Government stakeholder initiatives.
  • (c) Draft strategic plans to implement changes based upon guidance, policy document reviews and recommendations.
  • (d) Assist with the coordination of senior echelon, Commander Pacific Fleet, Commander Naval Forces Europe / Naval Forces Africa, training command staffs, and supporting commands review of Fleet training policy and adjudication of issues to ensure alignment across the Fleet.
  • (e) Provide assistance and advice on the planning, coordination and administration of the Fleet Training Integration Panel (FTIP).
  • (f) Assist with the FTIP training requirements governance process including identifying, validating and documenting the requirements.
  • (g) Prepare and deliver tools to assist in planning processes and analysis for the organization's overarching initiatives.
  • (h) Conduct analysis to identify performance trends and training gaps.
  • (i) Collate and analyze internal and external Fleet training feedback to identify process improvements and assist in preparing annual training standards and policy reviews.
  • (j) Support the review and analysis of Fleet training policy and standards aspects of the Fleet and Joint Training Program including environmental systems, warfighting concepts, concepts of operations, training systems and training range operations/requirements.
  • (k) Monitor, review, coordinate, and recommend changes to policy documents, flag-level briefs, and FTIP action items.
  • (l) Assist and advise the Fleet and Joint Training Directorate in development of Fleet training standards in accordance with the FTC.
  • (m) Monitor, review, coordinate and recommend changes to Fleet training requirements documents including instructions, briefs, capability development documentation and FTIP products.
  • (n) Provide current accurate and complete training policy and standards related point/information papers, briefs/presentations and executive summary memorandum for USFF leadership on training issues.
  • (o) Provide analysis supporting the training pillar of the OFRP.

Salary Range: $80,000 - $100,000 annually.
