Overview

RTI International is seeking a full-time Finance and Operations Associate to support the Department of Defense HIV/AIDS Prevention Program (DHAPP). DHAPP implements the US President's Emergency Plan for AIDS Relief (PEPFAR) among foreign militaries. DHAPP's mission is to build capable military partners through military-specific, culturally focused, HIV/AIDS prevention, care, and treatment programs. RTI International supports the client DHAPP and its mission in San Diego, CA and Washington, D.C.

The DHAPP headquarters office is located at Naval Base Point Loma in San Diego, CA.

The client office is a fast-paced environment, with complex processes. The ideal candidate must be operations-oriented, organized, and able to excel within the bureaucratic limitations of government systems. The Finance and Operations Associate supports the mission of HIV prevention and treatment around the globe, by being an Excel wizard and avid learner. Responsibilities

  • Perform on-going financial analysis related to budgeting, tracking, forecasting, reprogramming, and accounting of country specific DoD HIV/AIDS Program funding.
  • Prepare monthly and quarterly reports for field staff, Desk Officers, and Senior Level management.
  • Perform regular country program reviews, including: review of program outlay data; review of quarterly financial report submissions; review status of grants; resolution of delayed billing issues; and support processing phase renewal packages.
  • Conduct monthly or quarterly meetings with country team staff to review expenditure data, forecasts, and resource projections; ensure that all programs are reviewed monthly and summarization of financial condition of the program is communicated to technical staff.
  • Assist the Finance and Budget Operations (FBO) Branch with coordination, documentation, and tracking for all DHAPP Grant/Contract awards.
  • Regularly track/report out on a large volume of DHAPP grant/contract awards in the various stages of award from pre-award to close-out.
  • Use MS Excel, Tableau, and business intelligence software to compile financial data, visualizations, and reports in a manner most accessible and usable for stakeholders.
  • Assist the FBO Branch with a wide variety of financial reporting deliverables.
  • Support program staff in finalizing statements of work and budget requests.
  • Support the FBO Branch in creating, sending, and tracking funding documents to US Embassies and USG Contracting Offices.
  • Provide effective guidance/support to DHAPP Staff and field program managers regarding potential changes from PEPFAR requiring revised budgets.
  • Perform quality analysis checks on submitted reports to check for accuracy, completeness, and adherence to reporting guidance.
  • Assist with maintenance of Operations/Financial database.
  • Assist with system documentation, training materials, and operating manuals.

Additional Information:

This position may require working on tight deadlines when necessary and some early morning work due to external partnerships that require collaboration with Washington, DC, and U.S. Embassies primarily located in Africa. Direct supervision is received from the DHAPP Branch Chief for Fiscal and Budget Operations.

This position requires the ability to work on site weekly in Point Loma, CA, with a hybrid telework schedule.


Qualifications

Minimum Qualifications:

  • Bachelor's degree and at least 1 year of relevant work experience
  • Excellent interpersonal, oral, and written communication skills; including the ability to establish and maintain effective working relationships with co-workers, supervisor, and technical staff
  • Ability to understand, present, and convey financial information to non-financial staff
  • Ability to contribute fiscal expertise as a part of DHAPP's goal of creating an effective HIV prevention program in each country
  • Provide clear, concise, and sound guidance on program financial information to Branch Chiefs, field Program Managers, and DHAPP Staff
  • Ability to effectively prioritize workload and complete tasks to best meet project needs
  • Attention to detail and accuracy
  • Excellent problem-solving skills
  • Ability to tactfully communicate with various levels of the organization to request or provide information
  • Excellent knowledge of MS Word, Outlook, PowerPoint, and Excel
  • Ability to multi-task
  • Ability to meet tight deadlines
  • Ability to make presentations to groups
  • Due to federal contract regulations pertaining to this position, US citizenship is required; dual U.S. citizenship is not allowed.

Preferred Qualifications:

  • Experience in the global health field and/or PEPFAR
  • Experience with a USG Agency
  • Experience with USG Assistance Awards or Grants
  • Experience with State Department/International Government Assistance Programs
  • Familiarity with USG accounting systems
  • Ability and adaptability to learn new systems
  • Experience with Tableau
  • Experience with GFEBS and DAI
  • Experience with the Defense Finance and Accounting Services (DFAS)
  • Experience with DoD or State Department funding regulations and procedures

Our pay ranges represent national averages and may vary by location as a geographic differential may be applied to some locations within the United States. $67,000 - $83,000
